Miles Farmer
Miles Farmer brings together expertise in state and federal energy regulation and thrives on issues that benefit from a multi-pronged approach or analysis across jurisdictional spheres. Prior to joining Roselle, he was an independent energy policy, strategy, and legal consultant for corporate, trade association, foundation, and non-profit clients. He helps clients navigate complex regulatory challenges and devise creative advocacy strategies to break down intractable barriers.
Miles was a legal advisor to Commissioner Allison Clements of the Federal Energy Regulatory Commission (FERC). He helped build her team and led her office’s approach to transmission planning, as well as legal analysis across the full range of electricity issues, including market design, interconnection and governance.
Prior to his recent service at FERC, Miles served as a senior policy advisor on Governor Cuomo’s energy team. In that role, he coordinated with agency leadership at the New York State Energy Research and Development Authority, Department of Public Service, New York Power Authority, and Long Island Power Authority to develop, manage, and execute the State’s major energy policy initiatives. Miles was previously a senior attorney at the Natural Resources Defense Council, where he focused on both state and federal electricity regulation. Miles began his legal career as an associate at Latham & Watkins LLP, concentrating on project finance and energy regulation.
Miles clerked for Hon. Judge Debra Ann Livingston on the U.S. Court of Appeals for the Second Circuit, and attended Yale Law School and Yale College.
