Henry Engelstein

Senior Associate

Henry Engelstein leverages expertise in a wide range of federal energy matters to advise and advocate on behalf of clients navigating complex energy-related legal and policy challenges.  

Prior to joining Roselle, Henry served as a legal advisor to Commissioner David Rosner at FERC.  In that role, Henry advised the Commissioner on a wide range of legal and policy matters arising under the Federal Power Act, including large load growth, transmission planning, interconnection, market design, and enforcement, among others.

Before joining Commissioner Rosner's office, Henry served as an attorney advisor in FERC's Office of General Counsel, where he drafted orders on a variety of energy market issues, and as a law clerk in FERC's Office of Administrative Law Judges, where he assisted FERC's ALJs with electric and natural gas rate cases and settlement proceedings.

Henry earned a J.D., magna cum laude, from New York University School of Law, and a B.A., cum laude, from the University of Pennsylvania.
